The 10th Amendment may help the numerous state and local officials who have sworn to refuse to cooperate with Trump's threats to jail and prosecute them for not abiding by his demands on mass deportation efforts or who refuse to meet Trump's conditions for federal aid. That Trump is trying to abuse his power with such demands is more evidence of his attempts to get around or ignore laws forbidding him to do it. It is glaring proof of Trump's attempt to abuse his powers and to commit federal overreach.
Can Trump also condition federal aid to states on his threats for compliance with his wishes? He has both threatened to commandeer local law enforcement to help with mass deportations and demanding blue states like California, which need federal assistance to recover from the wildfires, abide by his conditions and demands.

It is not clear if declaring a faux national emergency will give Trump the ability to ignore the Constitution's 10th amendment, but a violation of the 10th Amendment will certainly end up in court and delay for a long period any execution.
